Shops/mechanics are going to continue to do so unless there are severe penalties which would make them think twice about scamming people...i.e. losing their license or having this go on a permanent record.
They revoke bars and liquour store licenses when they are caught selling to minors...should be able to do the same in other types of cases such as this.
